I'll cheerfully echo Andrew's sentiments here. Wario Ware's second outing on the Gameboy remains a hoot. The basic formula remains: Create incredibly simple, easy to understand games. Ratchet up the speed. Watch brains break and inexplicable laughter result. It works a treat, especially with games as weird as these ones get. (How can you not love a game with objectives like, "Evolve!", "Digest!" or a boss level devoted to nasal excavation?)
At the same time, Nintendo did paint themselves into a corner. Not including the D-pad was a mistake, it could have opened up numerous different types of game even when including the motion sensor. And yes, it's just not as fresh this time around.
It doesn't stop the Wario Ware series from being, arguably, the Gameboy's most interesting property. This one lives up to it admirably.
