No, there is no actual way to get the Dragonballs beside Story Mode.
During your playthrough of Hero Mode, you collect the Dragonballs to save the world. Once you collect all of them and have beaten Omega Shenron each time you have to face him, You will have to face off against Ultimate Shenron.
