That's the impression I got from people before I played the game... Still, I hope the missions allow more freedom soon. The different ways you can take on enemy bases (and the tactics you have to use- death comes way too easy) are many, so I'm surprised this hasn't been implemented into the actual missions. So far, fun gimmicks aside, it's reminding me of a third person Far Cry 2. Another game I really wanted to like, but in the end just let me down on almost every level :-/
