No. As far as I learned most Russians don't speak a second language.
If you speak English, most people have just a vacant look and moments of uncomfortable silence are ensured. I was communicating a lot via sign language, the 2 1/2 words I knew in Russian and German, actually. Rammstein is still one of the most popular bands in Russia it seems and I found more people speaking basic German than basic English.
Also helps to be able to at least read cyrillic letters, because most restaurants and bars won't have an English menu. Luckily I have a couple of Russian friends who could show me around. And expect to pay 3 to 5 times more for entry into sights as non-Russian.
