Yeah, Batman decides to hide Dent's fall, takes the responsibility for his murders. His symbol can be dark, working outside the law, while Dents correct law symbol must remain intact.
He should be the symbol Batman can't be although he actually is not. Imo the moment were both screw up.

Only partially. He has moments were he looses it but he is actually doing his Batman job only because law is not strong enough. He wants Dent, the law, to substitute him and lies to the people to make them continue their we-don't-bomb-the-inmate-ship course.
Still it's too rushed. Not ultra fast forward like Quantum but too fast and so Rachel and Dent fall short.
