State Of Emergency certainly could not have been done without the power of the next-generation consoles and it was specifically made for the PlayStation 2. In keeping with its arcade style of play, VIS Entertainment went in the direction of cartoony caricatures as opposed to highly detailed renderings. Granted, the character models are far from realistic and the environments are relatively simplistic, but it allowed the developer to hunker down with the hardware and crank out a whopping 100-200 characters on screen at any given time. VIS Entertainment also promises that the AI will make the non-player characters (NPCs) more than just cannon fodder. The NPCs possess a level of intelligence sophisticated enough to react believably during the game. NPCs in each area of the city behave their own particular way and react to events depending on their allegiance. Helpless citizens driven by a sophisticated virtual sensing system react realistically to violence by cowering, fleeing or calling to the nearest Peacekeeper for help.
